Which airports in the south of England have flights to Biarritz, how often and with which airlines?

The only service operating all year round is with Ryanair from Stansted.

easyJet operate from Gatwick but only seasonally.

There are no other services from any part of the UK.

The nearest alternative airports are Bilbao and Bordeaux.

Bilbao is served by Vueling from Heathrow (all year round) and fromGatwick (summer only).

Bordeaux is served by BA from Gatwick, by easyJet from Gatwick & Luton, by FlyBe from Southampton (seasonal) and by Ryanair from Stansted.

If, as Methyl suggests, you want to use Southampton Airport (at the right time of year for FlyBe's service to Bordeaux) you could take the bus to Bordeaux rail station (30 mins, €7.20 single, €12.30 return) and then a train to Biarritz (direct, or sometimes changing at Dax, just over 2 hours, typically £23 each way).
