Unless you can post a link to the exact T&Cs of the operators contract with you, then no one can say. There's no general law or trading standards rule.
Do not be too quick to cancel your holiday. My wife has had two lots of breast cancer, and each time there were gaps in treatment where you could easily fit in a 5 day break. For example, after a Lumpectomy there was at least 5 or six weeks healing time before the start of Radiotherapy.
Your friend's surgeon or breast care nurse will be able to give her a treatment plan. Best of Luck!
I would have thought having a holiday to look forward to would be just what she needed?
I think a lot depends on when the cancer was first suspected and the travel co/travel insurance.
My wife booked a holiday last year for us.At the time of booking I was suffering indigestion pains and went to the GP. After several tests and some time later I was diagnosed with Cancer. The holiday was cancelled on the oncology consultant's advice.
When we tried to claim part of the fees paid out AxA more or less said "Tough" we shouldn't of booked the holiday even though it was thought to be indigestion. Even the GP wrote to AXA and said she was shocked at the eventual diagnosis and said she believed I was fit to travel before the cancer was eventually diagnosed. All initial tests proved negative (stool sample etc) until the final colonoscopy. The case is ongoing with the Ombudsman but I will NEVER insure anything with AXA as long as I am still alive. Easy jet refused flight refunds as well but to be fair to them it is written in the fine print of T&Cs.
The deposit is under the excess on most travel policies so it's probably lost
