When looking at the tables in O_G's link, it's worth remembering that the exchange rate used for the transaction will be the standard inter-bank rate. If you go to an exchange facility (such as the Post Office here in the UK or a bureau de change abroad) you typically get a rate about 5% poorer than you do from a cash machine. So, despite the charges, you can still be no worse off (and possibly rather better off) by using ATMs abroad.
