The Arriva website doesn't mention not being able to buy tickets on the bus. (Indeed, it says that you can and doesn't say anything about Line 361 being any different).
The e-ticket website seems to be working for me.
https://www.arriva.nl/eticket/
Set 'van' to 'Amsterdam Airport Schipol' and 'naar' to 'Lisse'. Select 'Enkele reis' for a single ticket. That will offer you a ticket to Hyacinthenstraat for €4.80. (Scroll to the bottom of the page and click on 'Koop e-tickets').
The next fare stage is at Anna Blamandreef, so enter that as your destination if you're travelling that far. (Fare = €5.21). The last fare stage in Lisse is at Engelenbuurt (€5.46).
[If you experience problems with the e-ticket website, try a different browser. It's fine in Firefox for me although, obviously, I've not completed an actual purchase].
You might well find that tickets can be bought at the airport anyway. Schipol is Europe's third busiest airport (and the fifth busiest in the world). Just about everything seemed to be open when I flew out of there on a late flight last year.
