Can we have some clarification as to which country's judicial system you're referring to, please? I've never heard the term 'citation' used in English courts; I mainly associate it with US courts. However a bit of googling suggests that it might be used within the Scottish justice system.
So are you in Scotland, the USA or somewhere else? (This website is UK-based. There are plenty of people here with knowledge of English law and possibly a few who're familiar with Scottish law. However I doubt that anyone here knows much about US state or federal laws).
