Stay Limits In Europe

It seems in some European countries like for example Romania, despite visa free travel in Europe, there is still a limit on how long you are allowed to stay. Usually it's around 90 days.
So I guess all one has to do is leave the country and come back next day which starts another 90 days.well suppose its taking the mick a bit, but is it legally permissible?

Pity we don't limit some of the people who come here from Romania to 90 days (or less).

It would cut crime in the UK down dramatically.

Well doesn't really answer the question does it. Just an opportunity to *** off an entire nation. Guess you've never been there. I have and I can tell you the majority of Romanians are decent hard-working people and they dislike these thieving types as much as we do.
And Yeah I mean it's not that UK has any criminals then.

From the Romanian embassy:-
If you are a British citizen, holder of a British passport valid for at least 6 months from the date you arrive at the Romanian border, you can enter Romania and stay visa free for a maximum of 90 days within six months from the date of entry. The 90 days limit may include one or more visits.
