Compensation - Delayed Baggage

i made claim from insurance as bags were delayed last month from dublin-amsterdam-sofia
insurance have told me that they are a last resort and i should seek compensation against the airline, one airline or even both ? bags were delayed at amsterdam . flew with KLM & bulgarian air.

who would have been at fault and should i go to both ?
what would their compensation guidelines be

There may be a time limit in which you have to claim. Bulgarian Air appears to be within 21 days.
