Which is the quickest way to travel into Central London (Westminster) from Heathrow using public transport?

I haven't checked any timings, but I would guess by train - Heathrow Express to Paddington then the Circle Line to Westminster.
agree with merthyr imp, but would take bakerloo line to baker street & use cross-platform interchange with jubilee line to go on to westminster. I don't think it's quicker, but there are more trains - the circle line is prone to unexplained service gaps.
Heathrow Express is definitely the fastest way into central London (although it's also the dearest).

The Transport for London travel planner states that, for travel between Paddington and Westminster, the quickest route is to take the Hammersmith & City line (eastbound, 3 stops) to Baker Street then the Jubilee line (southbound, 3 stops) to Westminster.

Heathrow Express services run at 15 minute intervals and the total journey time from Heathrow Central to Westminster varies between 42 and 48 minutes.
