A steward or stewardess will keep an eye on them. It's been the case on a few flights I've been on.

On a flight back from USA Vera and I were asked if a 12 year old young lady could sit with us. Of course we said yes. We let her sit by the window, she asked some very sensible questions.
Children as young as 5 can fly alone if the airline offers an unaccompanied minors' service. 17 isn't going to present any problems

The airline would prefer one 17 year old flying alone to ten flying together :D

Unless they've never flown before, most 17 yr-olds would rather die than wear the UM labels that some airlines insist on.

I believe a 16 year old can actually fly a plane unaccompanied!
