where do they quarantine?
“ my query is,who pays for the isolation acommodation”

Oh stoppit; my sides!
When my friends neighbours in Cyprus managed to get a repatriation flight early on, they were taken to a Hotel. They were confined their rooms, food (no choice) left outside their rooms and had to pay the Bill on departure. The airport was also changed and they had to get themselves back home without any help.
In a nutshell, you can't afford a holiday now, unless you can also afford to have the quarantine time of as well. Mind you that could change in the next 60 seconds. :0)

Was that not in because the airport was changed? Or were they holed up there for 14 days?
The were there for the whole quarantine period.
They knew the airport destination had changed, but accepted it as they had no choice if they wanted to get back home. However they thought they would go straight home to quarantine, but the all passengers were bundled onto coaches and taken to the Hotel.

These expenses are to be repaid to the business through federal tax credits. Very small employers—those with fewer than 50 employees—should consider seeking an exemption from these requirements if, even with the tax credit, compliance with the FFCRA would be a hardship, said Meagan Garland, an attorney with Duane Morris in San Diego.
