How is travel affected between different tiers? Is it still not allowed or does it suddenly become ok for 5 days?

The tiers will will be reviewed on 16 December, any changes to the tiers will be announced on 17 December, and changes will come into force on 19 December.
For five days over Christmas – from 23 December to 27 December – there will be a UK-wide relaxation of rules to let up to three households form a bubble so they can mix socially indoors and stay overnight to enjoy the festive period together.
In Scotland, a maximum of eight people will be allowed but that does not include under-12s. In Northern Ireland, the window has been extended to 22-28 December to allow for additional travel time between countries.//

Its not compulsry to travel and mingle though, diddledo. Surely pubs etc will stay shut in teir 3.
Travel itself at the moment within a country is not a problem pasta if your in your own car but it is if your from a higher teir going to get out on the way for petrol/lunch or if your going on a crowded train/bus.
But there not saying its "suddenly ok" (a noted your sarcasm) to travel in those 5 days, there just recognising many will want to visit famly and travel between area's will sometimes be needed to do that. Hopefully peopel will be sensible especially visiting vunerable relatives. Those who break the rules regular having visitors, house parties, ignoring masks and social distancing will still break the rules so no change there.
Ideally we'd of lockeddown over christmas and suggested waiting til Spring but are leaders know the selfish wont comply and many desperate lawabiding famlys who havent seen loved ones for most of the year would of felt the need to break the rules at christmas. Once the normally unselfish ones start to break the rules the genies out of the bottle. So are leaders felt its better to sanction limited gatherings but give lots a guidance
