The trick in any citry is to wander off the beaten trackj a little - try some little side streets, and watch out for restaurants and cafes that are full of locals, with few or no tourists, they are the places that will serve good food at reasonable prices.
Main thoroughfaire cafes and restaurants deal with the tourists whom they view as rich enough to pay high prices - so they charge them. Eat with the locals, pay what they pay.
I was in Rome last year and was pleasantly surprised by its affordability. One place I found and would recommend to anyone is the Le Cave Di S. Ignazio.
In addition to Andy's words of wisdom, make sure that your restaurant serves wine by the carafe. Some menus only have overpriced bottles - ask for a mezzo of vino della casa.
