We are trying to arrange a surprise holiday for my mother in law (Only Scotland). We cannot find an up to date passport, only an expired one. She has no other photo id. Will the passport office tell us if she has a current passport ?

Does your m in law live outside the UK? I am assuming she does!
No, the Passport Agency won't tell you if someone else has a current passport. This would be a breach of the Data Protection Act.

Like Alibobs, I'm also confused as to why your mother-in-law should need a passport anyway!

By the way you say "only scotland" it sounds as though you live in england, in which case she will not need a passport at all, just any sort of photo ID, (my grandma recently travelled by plane using her bus pass).
If you need photo-id for a flight to Scotland, you MIGHT be able to use something other than a passport or European driving licence - it seems that Shaun's grandmother did - but DON'T rely on it. Different airlines have different rules. Ryanair, for example, definitely won't accept something like a bus pass:

a relative of mine flew to scotland with Air Wales and they accepted her provisional drivers licence but wouldnt accept her partners student card. as stated before i think it depends on the airline although usually its got to be something government issued examples are passport, drivers licence, armed forces photo id etc maybe phone the airline, explain the situation and see if they can suggest anything
