you may not pack a lighter in your hold bag.
you may not carry a lighter through security.
you may buy a lighter airside & carry it on the plane, EXCEPT on transatlantic flights, when you must leave it at the gate.

go to http://www.britishairways.com/travel/home/publ ic/en_gb and click the red link at the top.
wrap your lighter in a supermarket bag [ to aviod any leakage] and place in your luggage.
Presume you are a smoker, use matches/disposable lighter at the airport and throw in bin before you get to passport control.
When you reach your destination and are dying for a fag, there will be some other "desperado" all ready lit up and ask them for a light, then but a disposable lighter at the first airport kiosk you see.
You are asking for trouble if you put in your hand luggage.
