Driving in Oz

My daughter is in Oz and she wants to hire a car again but has lost her Photo Card Licence. However she does have the green paper Counterpart Driving Licence. Could she use this maybe with her passport to hire a car?
As her trip is in a week or two its not really realistic to apply for a duplicate and expect it in the time frame.

Any advice appreciated. Kids eh!!!

Legally she can't. She cannot produce a complete driving licence so she can't drive (here as well come to that).

In reality she may (and only may) get away with it if the hire car company is lax and she doesn't get stopped by the police for any reason.
I've always been under the impression that even if your driving licence was a photo-card type you still have to take both parts when hiring cars abroad.
