Can anyone tell me if you can travel to europe on a Driving License? If you can does it have to be a full license or is a provisional ok?

You need a Passport.
As JJ states, travel to any country other than the UK or Ireland requires a passport.

If, or when, UK identity cards become a reality, it's likely that they'll be accepted for travel within the EU. Up until then, you can use a driving licence for travel within the UK or to Ireland but a passport is required for all other travel.
