Taking cats to Malta

Can anyone explain why you have to have a pet passport to take a cat into Malta from the UK? Normally the problem of rabies vaccines etc only occurs when you return to the UK.

Rabies occurs across most of Europe. Only a few island nations have been able to prevent the disease spreading to their territory (or have managed to keep the number of cases to a minimum). It's therefore countries which are islands which have the strictest anti-rabies rules. These (obviously) include the UK and Malta.

I think they have a stray cats problem in Malta, I saw quite a few.
