What exactly is a Green card and do we need to take one to drive in the Algarve, Portugal this summer and how do we get one?

Hi. A Green Card used to be the insurance cover for driving on the continent. Your insurance company should have given you a document that confirms in every language in the EU that you are insured. The actual Green Card is no longer used. It also used to be a requirement in Spain to have a Bail Bond but with new EU legislation is no longer necessary. Bon voyage!
A green card is a certificate of insurance to drive in a foreign country.

If you are hiring a car in the Algarve you won't need one. The rental company will provide insurance either in the rental or at extra cost.

If you are driving your own car there you are probably covered by your UK insurance policy (insurers vary - some include only the legal minimum, others full cover). Check with your company as tro whether you need to pay extra.
