does anyone know how to properly measure a suitcase - is it the outside or inside of the case that you measure?

depends on why you are measuring - I think they tend to measure the volume to gauge size - i.e. internal volume in litres, but if you need to know for a flight ot something, I presume they would want external dimensions.
They have a space that if your case fits in, it is suitable.

It would be the outside measurements, look for key works such as maximum, the unit of measurement etc.

I am pretty certain that it is the outside and not the capacity.
