Injured while Traveling? Compensation from the country?

My husband was hit by a van while traveling in Budapest. He is ok now, but was hospitalized for a few days. Our insurance claims that he was "out of network" so we must pay 40% of the bill. It is quite large at this time over 10K. Is there any way to get money from the Budapest government or the individual who hit him? There are witnesses and a police report.

There may be a way you can claim damages through the drivers motor insurance. That's how it would work in the U.K.
