Is there VAT in the toll charge for the Dartford Tunnel?

Interesting posts. I noticed today that there is VAT on the toll for the Midlands Expressway (M6 Toll road). It went up to �3 last week by the way!!

Midlands expressway is privately owned. All of the tolls I mention above are operated directly or indirectly by public authorities. Incidently the London congestion charge is also outside the scope of VAT for the same reason.
