The rules are fairly standard across all airlines. The Ryanair website, for example, only prohibits non-safety matches (e.g. Swan Vestas), and lighters shaped like firearms, from being taken into the cabin. Normal matches and lighters are permitted:

As Jenna1978 indicates, anything containing liquids (including cigarette lighters) must be presented to security staff in a single small clear plastic bag:

Note that you're only entitled to carry a
single cigarette lighter, which
must be in the clear plastic bag at the security check and
must then be carried on your person in the aircraft. (You may
not place the lighter in your cabin baggage and you can't put any lighters into the hold).
