does any one know if in france on the line between Paris and Hossegor, is the line electic, and if the train was to brake down would you be able to get off and walk around?

the line is electrified.

as in the UK, the french railways get their fair share of these

so it is unlikely that anyone would be happy to have you off and walking around (except at stations)
In France, passengers are not allowed to walk on lines only platforms. The doors automatically open at stations and shut before leaving. So the answer is No.
