The triangular frame is structurally much stronger than the "reinforced V" of the ladies frame. Thus it is perhaps more a case of why ladies' bikes don't have a cross bar - the answer being that negotiating it while wearing a (longer than these days) skirt is not exactly an elegant manoeuvre.

is down to social condition. that women are supposed to be elegant and so having no crossbar allows them to sit on the bike without having to raise their leg so high
