It is the French for 'Scotland' but i don't know why they use the french word instead of the english word.
It's a Scotish tuning company for peugeot - peaugeot ecosse
I think the French word is used because these stickers are usually attached by people when they travel to the continent (most often France) as an alternative to the more common 'GB' ones. There are also Welsh ones (Payes de Galles), there may be English 'Angleterre' ones out there too but I've never seen one.
