whats that mean?
I have given you some answers on your previous question, and I am begining to wonder if you are not English as you ask such basic questions.

Portsmouth is a huge naval port, and of course when the navel fleet is in it means there are hundreds of sailors out on the town (possible getting drunk and getting into fights).

I think the poster was only joking.
depends what you wanna do
clubs and drinking = portsmouth
walks alog the beach + shopping = bournemouth
As Bednobs indicates, Bournemouth is best for the beach, and for shopping.

However, if (in between your boozing, and whatever else you want to do) you might enjoy a really fascinating day out, it's got to be Portsmouth:

In Portsmouth it's possible to spend a whole day (or more) around the various historic dockyard sites and the waterfront area including the Spinnaker Tower and shopping area without going anywhere near the drinking houses towards the city centre.
