My husband got fined for a breach of the peace 5 years ago.Will he need a visa for florida.

If breach of the peace is not a crime of moral turpitude (and I don't think it is) - then no, he won't need a visa

If it is a crime of moral turpitude then he does need a visa and might well be refused one.
