Does one still have to fill in the visa waiver card on the aircraft as well as on line ESTA? Last year we had to do both and was were wondering about this year.

Prepare yourself for anything when flying these days. There's always a new rule or a rule no longer valid.

The answer to your question would seem to depend upon whether 'eventually' has arrived yet!

The US embassy website has this:
Q: Will I still be required to complete the form I-94W?
A; Approval to travel under ESTA will eventually eliminate the requirement that the traveler complete the I-94W form

If the airline does not have the capability to validate ESTA data, then the old manual I-94W form will continue to be distributed to passengers by that airline.

If you are going any time soon, major airlines are still issuing immigration forms which are still required even though you have done an ESTA

The green Visa Waiver forms (I94W) are no longer required. I travelled there 3 weeks ago and was not given one on the plane, nor asked for one at immigration. But it was quite clearly a very recent change. Print your ESTA approval page and take it with you.

I reiterate, if the airline is not able to verify ESTA data (and many are not) they must and will issue VWP passengers with the I-94W.
