Yes.
It depends which Santander account you have - most charge.
Yes, have a look at their website. The only card I know of which does not charge for withdrawals in Europe is Nationwide Building Society. It's worth at the moment having an account with them for your holiday spending, saves a lot of money on withdrawal fees.

"You may have to pay a fee for buying currency. Check before buying to see how much you'll have to pay. If you use your Santander Visa debit card, or Santander cash card to withdraw cash abroad, a cash handling fee of 1.5% of the value (min £1.99) will be applied. The bank whose cash machine you're using might also charge you a fee. If you use your Santander card outside of the UK, a fee of 2.75% of the transaction value will be charged. If you withdraw money from a cash machine there is an additional handling fee of 3% (minimum £3) when you use a Santander Credit Card.

If you get a Santander Zero card there are no loaded charges for using it abroad. Not sure about cash mashines though
The Santander zero credit card has no charges for overseas usage.

However if you withdraw cash you will be charged interest.
For ATM withdrawals I have never been charged more that €2, whether I have withdrawn €50 or €300
I took out a Santander Zero card for use abroad as it doesn't charge. However they also blocked my transactions on the basis that they were abroad and therefore out of character.... hello - why do you think I took out your card??!! That one is being cancelled post haste!!!
