The US are charging for ESTAs from early September. Even if you already have one which is still valid, they are allowing you to apply again and get the whole 2 years.

I've seen that, but when you apply they seem to be requiring you to give details of your flight. If you aren't actually planning to go, can you still get the ESTA?
Yes you can

They do not require you to fill in the flight details box. You can leave it blank
thanks, dzug. I applied for a new one rather than renewing my old one.
