For warm weather you'll need to go further down into Africa (or off the African coast). On a limited budget there's only one real option, the Canary Islands. You stand a good chance of finding some warmth (rather than heat), with typical maximum daily temperatures of around 22C, but there are often strong winds at that time of year.

(2-part post):
I can answer your question ("Where is hot in the Med?") in one word: Nowhere.
Mediterranean destinations simply aren't far enough south to guarantee hot weather in February. For example the typical daily maximum temperature in Majorca is only around 15C:

You'll find similar temperatures in Sicily:

and Sardinia:

It's no warmer if head to the north Moroccan (i.e. Mediterranean) coast:

For hot (rather than warm) weather, you'll have to go further south still. e.g. The Gambia has typical daily maximum temperatures around 32C:

Sorry, ABers can do a lot of things but we can't change the way that the Earth orbits the Sun ;-)

Further to Jno's post:
The average maximum daily temperature of Egypt's Mediterranean coastal strip in February is only 19C:
http://www.bbc.co.uk/...lts.shtml?tt=TT000160
The BBC website states "the weather in the winter period from November to March may be quite variable with some cloudy days when rain and disturbed weather are brought by depressions moving from west to east in the Mediterranean. For much of the time, however, the winter weather is warm and sunny; but some cold days occur when northerly winds are strong":
