My passport expires on 9th October 2011 and I hope to celebrate a milestone birthday by going away in half term which is usually the last week in October. I have not been abroad since 1996 and probably wont fly again after next October. Can a passport be extended for one year instead of asking for another 10 year passport renewal

no you have to get a new passport due to the changes in the photo

It can only be renewed for 10 years - but they do add on any unexpired time from the old one up to a maximum of (I think) 9 months.
