Tcp Optimser Advice Please

I'm trying to speed up my pathetic internet -is this app safe please? and is it necessary? We are very rural and only getting 3.84 mb although allegedly 10mb (download ) is supposed to be available. Will this app help?

TCP Optimizer is a safe program (although, whenever downloading any freebie, it's always best to watch out for any pre-ticked options to install 'extras' - such as unwanted toolbars - and ensure that you deselect any you find).
