I totally agree.
We could flog some minor Saudi Prince for parking on double yellows. We could absolve any punishment, simply by them sending their ambassador to grovel demeaningly to some minor civil servant, who would simply erase the offence.

as for flogging - flogger fisher the old (dead) archbishop of canterbury would surely approve

and flogging in araby - dont they have to hold a copy of the quran under the arm as they flog ? - so any hitting is from elbow down and not very damaging but is humiliaiting
