Thank you Chris for your suggestions. I looked on settings and everything is already toggled off. So I don't know what to do next. Sorry to be so long in replying, just getting going on here. Too busy with all the Sunday crosswords!
In desperation I switched back from safari to chrome. I soon remembered why I stopped using chrome. Whilst typing you get knocked off chrome to some odd site somewhere. It happens over and over again. I typed this five times before I nearly threw the iPad at the wall!

Sorry but you're going to have to start from the top, what, exactly, is the problem you are having with the iPad, in Safari, you are getting a 'page needs to reload' message, what else?
First thing to do would be to close all running apps, double click the home button to bring up the list, close all the apps by swiping them upward, might be a good idea to make a note of what they are. Then do a hard reboot by pressing and holding the home and power buttons until the Apple logo comes up. Then just open Safari and see if the problem(s) reoccur.
