Eyeliner Recommendation, Please

I don't usually use eyeliner, so I don't know what's out there.
Is there an eyeliner that won't run or smudge, that I can use on my upper lids? Can anyone recommend a good one, not too expensive, please?
I'm not sure if I want a liquid one, as I tried one years ago, and it looked quite shiny and harsh-looking. Thanks

Thank you all for answering. Elina, it was fine to apply. I will try using powder first.

I don't come on Answerbank very often as there is a problem when I try to type answers.

I have to type answers elsewhere, and then copy and paste them onto Answerbank.

The whole process is so frustrating, hence the delay in replying. Thanks again.

Hi Marijin, try answering on the Answerbank mobile sit (bottom of page) .. I've had to submit my answers that way since we've had problems on here x
