I beleive that it is not possible if it was a low level format (not the same as a full format).
Therefore if you want to ensure Nigerian scammers cannot obtain data from your drive - put a screwdriver through it - you have been warned.
You and MI5 can buy recovery software for very few pounds (or even obtain it for free).

Yes, data is very much recoverable after a drive has been formatted, there are loads of recovery programs available that will do it, I successfully recovered over 2000 photos from a formatted drive for somebody using recuva a couple of weeks ago.

It did take over 30hours to fully scan a 1TB drive though.
