Since posting this question, I have contacted british gas and the conversation went something like this:-

me - I have recieved my final bills from you for my gas/electric, could you please tell me why I have a cancellation fee to pay.

bg - Oh that would be for signing up to recieve our fixed rate until 2010.

me - But I have'nt signed anything for any fixed rate.

bg - Did you confirm on the phone that you wanted fixed rate.

me - No.

bg - But you must have.

me - No, I can assure you I have'nt. Could you please send me proof of signing up.

bg - No, I'm sorry, we don't have anything here by way of proof.

me - In that case i'll pay what I owe for the gas/electric used and deduct the cancellation fee.

bg - Ok, I'll wipe the cancellation fee and forward you two new bills.

me - Thankyou very much, bye bye.

Thus, an instant saving of 75

I just thought I would warn anyone else who change suppliers and find themselves in a similar situation.

Nothing surprises me with British Gas, years ago they insisted I had cancelled my direct debit when my bank confirmed the direct debit hadn't been called by British Gas, even a letter from the bank failed to convince British Gas that they hadn't done their job properly

It has annoyed me so much sandbach, it could have been a pensioner who thought that maybe they'd just forgot, or maybe they would be to affraid to question british gas.
A cynical person would say that is why BG did it in the first place
Angie, it might be worth contacting either a national or local paper if you don't mind the publicity,a national paper may source the story from the loval press
