If the questions required to be answered are specific enough, then basic undersatnding and ability to follow instructions can be assessed, e.g., asking for a Country of Birth, many a time I will get stuff like, Lancashire, Preston, etc, which means they have either misread the question or literally did not understand it.
Spelling can be checked, and also you can usually tell from the care taken with the writing whether the person is able to apply themselves and take care in ther work.
The content on an Application Form is about what they are but the way they fill it in is more about who they are.
Avoid CV appliactions as these are no guide to anyone's true abilitie4s, this is why so many online applications ask for specific answers in paragraph form.
