Generally yes, but maintenance has been neglected for too long. That's why
there was the flooding on the Somerset Levels and plays a large part in the flooding in the north now. All because various agencies wanted to save money. They think they know best. They never listen to the people they know.
.......but it all costs in the end.
Because they stopped it's costing many times more than if they hadn't!
Madness!
Arrogance! They think they know better than the people that deal with it everyday and really do know the consequences.
