does anyone know of any head phones where the wearer can adjust volume but others in the room can still hear telly too ??

I know the answer to this. It's not the headphones, it's the tv. As far as I know only Panasonic televisions allow you plug either the headphones or the headphone base in to the headphone jack and not mute the tv speakers.

I have an option in the TV settings to enable headphone and TV speakers 'on' simultaneously. The headset also has its own volume control as well as a 'slider' on one of the cans. Does take a small amount of time to set up at first, but works well.

I'm not saying buy them at Amazon, because I bought mine elsewhere.
Suggest you check the TV first to find out if there is a setting to output sound both to headphones and speakers.
Another option was to get a headphone that can connect to the audio out sockets on the TV. I believe that Sony had some that could connect in this way.

SlackAlice, my Panasonic has very similar settings and will work with any headphones. I too use wireless RF headphones with their own volume controls.
Most televisions don't have that capacity. If plugging anything in to the headphone jack mutes the tv speakers there are no headphones on the market that won't.
There are specialist products like this:

I have no idea why they are so expensive but may be worth considering.

There is also this headphone amp that you connect to the back of your tv and then plug the headphone jack in to that. Should work

if the TV has audio output sockets at the back (most do) you only need one of these connectors and then plug the headset into that.

That's what I used to do with a previous Sony headset (bought in France) and didn't use the built in headphone socket at all. I only changed the Sony because the power supply failed and it only worked on 'line of sight'. it did have a separate volume control though.
