Whereas in analogue, with reduced signal, you would get a slight degredation in picture quality, this is what happens to digital. It takes more to cause this in digital, but it is an 'all-or-nothing' system.
When analogue stops broadcasting (2008?), the power used by the transmitters should be used to boost digital signal strength to aleviate the problem somewhat.
