well in Amerikee - a cross-dressing mother trucker ( yes lorry driver who wore womens clothes off site )
and zero hour contacts - they can specify that you dont have two cant they (so you can do both jobs )

"Can an employer dictate what you do when you are not at work ?" They certainly can if it's in your T&Cs. I've worked within public sector and private sector companies that had quite strict rules about secondary employment or activities (granted usually either for commercial reasons or for conduct unbecoming of a crown servant).
