Just taking the first part of the question is it:
16 + (2 x 4) - 10 which would make it 14
or
(16 + 2) x 4 - 10 which would make it 62
or
(16 + 2) x (4 - 10) which would make it - 108
or is something else???
I think mathematicians use an acronym, whereby the answer is obtained by doing the divisions, multiplications, additions, minuses and bracketed items in a certain order.
But, by not including brackets you couldn't tell what they were after, except to get a load of people to ring in at 60p a time!
That's when I lost interest and went to sleep.
Hope someone has the answer for you.

Even if you knew the answer, would you be able to work out how they got to it? I doubt it, and they won't tell you.
Other possibilities in adding up include:
16 is not 16 but 1 and 6 - or 1 and 6 as well as 16.
Roman numbers - you've got several there in the original. Is MI 1001, or 1000, 1 and 1001. Is it counted at all? You've got IX, L, IM there as well if I haven't missed any. You could easily get into the thousands if you included every permutation of them.
Save your 60p and watch something more interesting like the test card instead.
