As usual, one last short one has me stumped. 22D Incite to fight -- held by Tybalt -- arrested. I have T?R?E and the only answer I can come up with is TERSE, which sort of fits "arrested," i.e. stopped, but I can't see how it relates to the other clues. Anyone?

(I do miss Tantalus. Sometimes his clues made me laugh.)
