Any terror threat is dangerous, real or not. Evacuating a public place can cause panic, which can be very dangerous.

I have long been surprised ISIS has not used the threat of terror more to their advantage. You do not need to always murder to blow anything up to create terror as the IRA proved countless times.

I really would have thought in these days of terror and sudden death etc that evacuation could be made a zero mortality event.
[ by practice and education so people know what to do ]
