It seems that there are many parents and children in the UK for whom compulsory schooling is (at best) a nuisance.

I suggest that compulsory school attendance is scrapped and each child is simply given the right (but not the obligation) to access up to 10 years of schooling - to be taken by the age of 18.
This would :
1. Introduce many parents to the concept that they actually have to spend some time bringing up their progeny - rather than merely creating them and expecting the rest of us to look after the fruit of their loins for 15 years (or more).
2. Save many millions (billions?) of pounds - which could be used to restore free University education for that part of the population (15%?) for whom it actually makes some sense
3. Ensure that schools stop being holding camps for the disaffected and become instead temples of learning for students who actually want to be there
