I see that Channel 4 is only showing the Highlights of the Monaco GP, today.

Have they got the rights, or not?

They haven't got the rights for the live race, just the highlights. They've only got the rights for 10 live races this season and highlights of the rest.

of course they have to show highlights - i mean, they could never countenance the rescheduling of repeats of "Location, Location, Location", could they?

Didn't they take on the BBC's contract, which didn't cover all races?

Yes they did take over the BBC's contract which was only for a limited number of races "live" as Aquarial points out. There was no resheduling involved as the Monaco GP was not one of those they had planned to broadcast live anyway.
