I have seen a suggestion of Victorian street kids but letters left with are still a puzzle

yes I agree scorpiojo and relevant but cant find anything for the remaining letters

I have found the site below, put in all the letters then used the option of taking out the words you know, but still cannot see what the other 2 can be.
Fresh pair of eyes may see if I have missed anything.

I turned to AB for exactly the same question - what Scorpiojo has given does use all the letters.

Only thing I can think of is that you're not reading Scorpiojo's answer right - it is "Clearly........kids"
