ID on the lens is IMAGE by Vivitar 28mm, 1:2.8 MC WIDE ANGLE. There is an ID number C/FD98101278.

How do I identify which make of camera it belongs too?

No expert but don't they all have either standard screw or bayonet fitting ?
Vivitar is a lens manufacturer, makes lenses to fit lots of different cameras.

At a guess I'd say Canon FD which is an old Canon mount see https://en.wikipedia.org/wiki/Canon_FD_lens_mount can be used on the new mirrorless cameras with an adaptor.
